This module covers operation of high-energy heavy equipment with significant safety hazards including cutting drum exposure, traffic exposure, and utility strike risk. Understanding the scope and limitations of this training is essential to using it appropriately and safely.

Module 7: Milling Operations provides educational content covering cold planer (milling machine) operations including equipment knowledge, operational procedures, cutting drum technology, milling patterns, joint construction, surface preparation quality, traffic operations, reclaimed asphalt pavement handling, specialty applications, and quality control. This module includes twelve lessons:

This module is designed to develop foundational knowledge of milling operations for paving contractors, milling machine operators, ground crew personnel, foremen, supervisors, equipment managers, and field personnel working in milling operations. It is educational content intended to supplement, not replace, manufacturer-specific equipment training, hands-on operational experience under qualified supervision, employer-provided training programs, applicable safety training, and qualified mentorship.
2. EQUIPMENT-SPECIFIC TRAINING REQUIREMENT
Critical Equipment Notice: Cold planer (milling machine) operation requires manufacturer-specific and machine-specific training before operating actual equipment. Milling machines are among the highest-energy equipment used in road construction, with cutting drum technology that creates serious safety hazards. This module references equipment from multiple manufacturers for educational purposes but does not authorize operation of any specific milling machine and does not replace manufacturer-required operator training.
Cold Planer Equipment Manufacturers Referenced
Module 7 references milling equipment from multiple manufacturers for educational purposes, including but not limited to:
- Wirtgen (Wirtgen Group): Including but not limited to the W series of cold planers (W 50, W 100, W 120, W 150, W 200, W 210, W 220, W 250) and other Wirtgen milling configurations;
- Caterpillar (CAT): Including but not limited to the PM series cold planers (PM 312, PM 313, PM 620, PM 622, PM 820, PM 822) and other CAT milling configurations;

Manufacturer-Specific Training Required
Milling machines from different manufacturers have substantially different control systems, cutting drum configurations, conveyor systems, water spray systems, automation features, diagnostic systems, and operational procedures. Even within a single manufacturer's product line, different models and model years may have significantly different procedures and capabilities. Operators must receive training specific to the actual equipment they will operate before independent operation. This includes:
- Reading and understanding the manufacturer's operator manual for the specific machine;
- Receiving instruction from a qualified trainer (manufacturer-provided, dealer-provided, or employer-provided) on the specific equipment;
- Demonstrating proficiency to a qualified evaluator before independent operation;
- Specific training on cutting drum maintenance, pick replacement, and drum-related safety procedures;
- Ongoing familiarity with manufacturer technical bulletins, safety alerts, and procedure updates.

3. CUTTING DRUM SAFETY
Critical Safety Notice: Cutting drums on milling machines rotate at high speeds with cutting picks (teeth) capable of cutting through reinforced concrete and asphalt pavement. Contact between a worker and a rotating drum results in catastrophic injury or death. Even when stopped, drums can become re-energized unexpectedly without proper energy isolation. Drum-related incidents are among the most severe equipment safety events in road construction.
Module 7 covers cutting drum technology and maintenance at an educational level. Actual cutting drum work involves additional safety considerations including:
- Lockout/Tagout requirements under OSHA 29 CFR 1910.147 (see Module 1, Lesson 5) governing energy isolation before any work near the drum;
- Equipment-specific energy isolation procedures developed by the employer for the specific milling machine, addressing hydraulic energy, gravitational energy, and other hazardous energy sources;
- Pick replacement procedures requiring specific tools, techniques, and safety practices that vary by manufacturer and drum design;
- Drum cleaning and inspection procedures requiring specific safety protocols;
- Personal Protective Equipment appropriate to the specific work being performed including but not limited to cut-resistant gloves, eye protection, and other PPE;
- Qualified personnel assignment for drum-related work, with appropriate training and experience verification.
Workers must complete employer-provided cutting drum safety training and follow employer-specific procedures for any work on or near cutting drums. This module does not constitute cutting drum safety certification or authorize independent drum work without appropriate qualifications.
4. UTILITY DAMAGE PREVENTION
Important Notice: Milling operations involve removing pavement material at controlled depths, but milling machines can strike underground utilities if utilities are present above expected depths or if depth control fails. Utility strikes during milling can cause worker injuries, civilian injuries, property damage, service disruptions, and significant legal and financial liability.
Module 7 includes content about utility considerations during milling. Comprehensive utility damage prevention is covered in Module 3, Lesson 3 (Utility Coordination and Subsurface Hazards). Users performing milling operations must comply with all applicable utility damage prevention requirements including:
- State One-Call notification systems (typically 811) with appropriate advance notice;
- State damage prevention laws governing excavation and ground-disturbing activities;
- Federal pipeline regulations administered by PHMSA where transmission pipelines are present;

This lesson provides foundational context but does not authorize users to make pavement engineering decisions for specific projects. See Module 3 for related job planning content.
Lesson 2: Cold Planer Types and Configurations
This lesson surveys the cold planer equipment market. Equipment specifications, model availability, and operational capabilities change as manufacturers update their product lines. Specific model selection for a project depends on project conditions, contractor capabilities, equipment availability, and project specifications. Some state DOTs may have specific requirements regarding equipment used on their projects. Users should verify current equipment availability and capabilities with the equipment manufacturers and dealers.
Lesson 3: Pre-Operation Inspection
This lesson covers pre-operation inspection principles for milling equipment. Specific inspection requirements vary by manufacturer, model, employer policy, and applicable regulations. OSHA 29 CFR 1926.602 establishes general requirements for inspection of construction equipment. Specific inspection items, criteria, and documentation requirements should follow the manufacturer's operator manual, employer's equipment inspection program, and any applicable contractor or contracting agency requirements. Pre-operation inspection findings of unsafe conditions must be reported and addressed before equipment operation.
Lesson 4: Cutting Drum Technology
See Section 3 above for the comprehensive cutting drum safety notice. This lesson is educational content about cutting drum design and technology and does not authorize users to perform drum maintenance, pick replacement, or other drum-related work without appropriate manufacturer-specific training, employer authorization, and proper energy isolation procedures. Drum work involves catastrophic injury potential and must be performed in accordance with comprehensive safety procedures.
Lesson 5: Milling Machine Operations
This lesson covers milling machine operational procedures. Specific operational procedures vary by manufacturer and model and must follow the manufacturer's operator manual for the specific equipment. Operational competency requires supervised field experience beyond completion of this lesson. New operators must work under direct supervision of qualified senior operators or foremen before performing independent milling operations. Milling operation involves significant safety considerations including the cutting drum hazards described above, struck-by hazards from material discharge, and hazards from rotation between trucks and the milling machine — see Module 1 for general workplace safety content.
Lesson 6: Production Management
This lesson covers production management concepts for milling operations including truck coordination, production rate optimization, and material management. Production targets must never override safety considerations or quality requirements. Optimal production rates vary by project conditions, equipment configuration, traffic conditions, and other variables. Production planning approaches vary by company and project type.
Lesson 7: Milling Patterns, Joint Construction, and Surface Preparation Quality
This lesson covers milling patterns, joint construction techniques, and surface preparation quality outcomes. Specific milling patterns, joint construction methods, surface texture requirements, and quality criteria are governed by project specifications and state DOT requirements. Quality outcomes from milling operations significantly affect downstream paving operations (see Module 4 for paver operation content). Project-specific surface preparation quality requirements must be verified and followed.
Lesson 8: Reclaimed Asphalt Pavement (RAP)
This lesson covers RAP handling and use considerations. RAP use is governed by state DOT specifications, project requirements, and applicable environmental regulations. State DOT specifications regarding maximum allowable RAP content, RAP characterization requirements, and quality control procedures vary significantly. RAP stockpile management has environmental considerations including stormwater management, dust control, and contaminant prevention that vary by jurisdiction. Some jurisdictions may classify certain RAP materials as solid waste or hazardous materials in specific circumstances. Module 11 (Sustainable HMA) covers RAP content and processing in additional depth. Users handling RAP must comply with applicable specifications and environmental regulations.
Lesson 9: Milling in Traffic
This lesson covers milling operations conducted near or within active traffic. Traffic control and Maintenance of Traffic (MOT) for milling operations are governed by the federal MUTCD, state DOT specifications, and project-specific traffic control plans. See Module 1, Lesson 4 for general traffic control safety content and Module 3, Lesson 5 for traffic control planning content. Some states require specific Traffic Control Supervisor certifications for traffic control operations. Worker safety in active work zones is a critical OSHA consideration governed by 29 CFR 1926 Subpart G and related standards. Milling operations adjacent to live traffic involve significant struck-by hazard exposure for workers and require comprehensive worker safety planning beyond what this lesson alone addresses.
Lesson 10: Specialty Milling Applications
This lesson covers specialty milling applications including micro-milling, fine milling, deep milling, partial-depth milling, and other specialized operations. Specialty milling applications have project-specific requirements, equipment-specific considerations, and quality criteria that vary by jurisdiction and project. Specialty drum configurations require manufacturer-specific training and may require additional operator qualifications. Specialty applications such as airport milling, bridge deck milling, and concrete milling have unique requirements not fully addressed in general educational content.
Lesson 11: Milling Quality Control
This lesson covers milling quality control concepts. Specific quality control requirements including texture criteria, profile/smoothness requirements, cross-slope criteria, and acceptance protocols are governed by project specifications and state DOT requirements. Some state DOTs have specific certified inspector requirements for milling QC work. Milling quality directly affects downstream paving operations, including tack coat performance and final pavement quality. This lesson does not constitute QC technician certification under any state DOT program.
Lesson 12: Recognizing and Diagnosing Milling Problems
This lesson provides diagnostic guidance for milling problems. This lesson is intended to support operator awareness and communication with maintenance personnel, supervisors, and quality control technicians, not to authorize operators to perform repairs or modifications beyond their training and authorization. Complex mechanical, hydraulic, electrical, and electronic issues require qualified service technicians. Quality issues with significant project implications may require involvement of project management, QC personnel, and engineering staff.
6. SAFETY INTEGRATION
Critical Safety Notice: Milling operations involve significant safety hazards including cutting drum hazards (catastrophic injury potential), struck-by hazards from material discharge and equipment movement, traffic exposure for workers operating near active traffic, exposure to hot materials and equipment surfaces, noise exposure, dust exposure (including potential silica exposure when milling concrete or unusual materials), vibration exposure, and other workplace hazards.

- Personal Protective Equipment (Module 1, Lesson 3);

- Traffic Control and MOT (Module 1, Lesson 4) — particularly important for traffic-exposed milling operations;
- Health Risk and Medical Factors (Module 1, Lesson 9) — including silica exposure considerations;
- Other applicable safety content from Module 1.
Milling operations must be conducted in accordance with applicable OSHA standards, employer safety programs, manufacturer safety guidance, and project-specific safety requirements. Workers who identify unsafe conditions or unsafe practices have the responsibility and authority to stop work until conditions are addressed.
Silica Exposure Considerations
When milling concrete pavement or pavement materials containing significant silica content, OSHA's respirable crystalline silica standard (29 CFR 1926.1153) may apply. The standard establishes permissible exposure limits, requires exposure assessments, and specifies required engineering controls (including water spray systems used on milling machines). Employers must comply with applicable silica exposure requirements including respiratory protection where required and medical surveillance for affected workers.

Dust control requirements, noise restrictions (particularly for night operations), water use for dust suppression, and RAP stockpile management may all be subject to state or local environmental regulations. Workers seeking to become milling machine operators must develop competency through additional training and experience beyond completion of this module, including:

- Hands-on equipment familiarization with qualified instructors or senior operators;
- Cutting drum safety training and competency verification;
- Supervised milling operations under qualified senior operators, foremen, or trainers;
- Demonstrated proficiency through workplace evaluation by qualified evaluators;
- Progressive responsibility starting with simpler milling operations and advancing to more complex scenarios;
