1. MODULE SCOPE AND PURPOSE

Module 6: Material Transfer Vehicles provides educational content covering material transfer vehicle (MTV) operation, including equipment types, pre-operations inspection, operational procedures, truck and paver coordination, maintenance, and the relationship between MTV use and mat quality. This module includes seven lessons:

This module is designed to develop foundational knowledge of MTV operation for paving contractors, MTV operators, paver operators, foremen, supervisors, and field personnel working with material transfer vehicles. It is educational content intended to supplement, not replace, manufacturer-specific equipment training, hands-on operational experience under qualified supervision, employer-provided training programs, applicable safety training, and qualified mentorship.

2. EQUIPMENT-SPECIFIC TRAINING REQUIREMENT

Equipment Notice: Material transfer vehicle operation requires manufacturer-specific and machine-specific training before operating actual equipment. This module references equipment from multiple manufacturers for educational purposes but does not authorize operation of any specific M-T-V and does not replace manufacturer-required operator training.

MTV Equipment Manufacturers Referenced

Module 6 references material transfer vehicle equipment from manufacturers including but not limited to:

  • Roadtec: Including but not limited to the Shuttle Buggy series (such as the S-B 2500 and S-B 3000 models) and other Roadtec MTV configurations, including remixing and non-remixing variants;
  • Weiler: Including but not limited to the Weiler MTV series (such as the E 2850 and E 1750 models) and other Weiler material transfer vehicle configurations;
  • Volvo Construction Equipment: Including legacy Blaw-Knox equipment such as the M-C 330 series, where still in service;

Telematics Systems Referenced

Manufacturer-Specific Training Required

MTVs from different manufacturers have substantially different control systems, operating procedures, remixing mechanisms, conveyor configurations, storage capacities, telematics interfaces, maintenance procedures, and safety features. Even within a single manufacturer's product line, different models and model years may have different procedures and capabilities. Operators must receive training specific to the actual equipment they will operate before independent operation. This includes:

  • Reading and understanding the manufacturer's operator manual for the specific machine;
  • Receiving instruction from a qualified trainer (manufacturer-provided, dealer-provided, or employer-provided) on the specific equipment;
  • Demonstrating proficiency to a qualified evaluator before independent operation;
  • Ongoing familiarity with manufacturer technical bulletins, safety alerts, and procedure updates.

  • Manufacturer-specific training on the actual equipment;
  • Employer-provided operator training programs;
  • Supervised field experience under qualified senior operators;
  • Demonstrated proficiency through workplace evaluation;
  • Applicable safety training including OSHA-required content;
  • Project-specific orientation for specific job conditions.

Some apprenticeship programs include MTV operation as part of broader operating engineer or equipment operator training pathways. The U.S. Department of Labor registered apprenticeship programs and union apprenticeship programs (such as those administered by the International Union of Operating Engineers) provide structured training pathways in many regions.

4. LESSON-SPECIFIC DISCLAIMERS

Each lesson in this module requires specific disclaimer attention due to operational, equipment, or quality considerations:

Lesson 1: The Problem MTVs Solve

This lesson covers the operational problems that material transfer vehicles address, including aggregate segregation, thermal segregation, and paver-stop quality issues. Specific segregation acceptance criteria and quality outcomes are governed by project specifications and state DOT requirements. MTV use does not guarantee elimination of segregation or compliance with project specifications. Specific project conditions, mix characteristics, operational execution, and other factors affect actual quality outcomes. Lesson 2: Types of MTVs and Their Applications

This lesson surveys current and legacy MTV equipment from the major manufacturers. Equipment specifications, model availability, and operational capabilities change as manufacturers update their product lines. Specific model selection for a project depends on project conditions, contractor preferences, equipment availability, and project specifications. Some state DOTs require or prefer specific MTV types for certain project applications. Users should verify current equipment availability and capabilities with the equipment manufacturers and dealers.

Lesson 3: Pre-Operations Inspection

This lesson covers pre-operations inspection principles for MTV equipment. Specific inspection requirements vary by manufacturer, model, employer policy, and applicable regulations. OSHA 29 CFR 1926.602 establishes general requirements for inspection of construction equipment. Specific inspection items, criteria, and documentation requirements should follow the manufacturer's operator manual, employer's equipment inspection program, and any applicable contractor or contracting agency requirements. Pre-operations inspection findings of unsafe conditions must be reported and addressed before equipment operation.

Lesson 4: MTV Operations

This lesson covers MTV operational procedures. Specific operational procedures vary by manufacturer and model and must follow the manufacturer's operator manual for the specific equipment. Operational competency requires supervised field experience beyond completion of this lesson. New operators must work under direct supervision of qualified senior operators or foremen before performing independent MTV operations. MTV operation involves significant safety considerations including struck-by hazards (the MTV operates between trucks and the paver in a high-activity zone), high temperatures, and other workplace hazards — see Module 1 for general workplace safety content.

Lesson 5: Truck and Paver Coordination

This lesson covers coordination between MTVs, haul trucks, and pavers. Coordination protocols, communication procedures, and operational sequences must follow employer-established procedures and project-specific requirements. Truck and paver coordination involves multiple personnel including truck drivers, MTV operators, paver operators, and ground crew, each with specific safety responsibilities. Hand signal protocols, radio communication procedures, and visual signaling standards vary by employer and should be established before operations begin. Struck-by hazards in the truck-MTV-paver coordination zone are among the most significant safety risks on a paving project — see Module 1 for comprehensive safety content.

Lesson 6: MTV Maintenance

This lesson covers MTV maintenance concepts. Specific maintenance procedures, schedules, and requirements are established by equipment manufacturers and must be followed for warranty preservation and equipment longevity. Manufacturer-published maintenance schedules govern over general training content. Some maintenance operations are designated for qualified service technicians rather than operators. Lockout/Tagout requirements (29 CFR 1910.147, see Module 1, Lesson 5) apply to maintenance and servicing activities. MTV components including conveyors, augers, drag chains, and remixing mechanisms involve significant pinch-point and entanglement hazards during maintenance — appropriate energy isolation and safe work procedures are essential.

Lesson 7: How MTV Use Affects Mat Quality

This lesson covers the relationship between MTV operation and mat quality outcomes. Mat quality is influenced by many factors beyond MTV operation, including mix design, plant production quality, haul time and temperature management, paver operation, screed operation, compaction execution, weather conditions, and other variables. MTV use is one component of a broader mat quality system. Quality outcomes for specific projects depend on the integration of all paving operations. 5. SAFETY INTEGRATION

Critical Safety Notice: Material transfer vehicle operations involve significant safety hazards including struck-by hazards (the MTV operates in a high-activity zone between trucks and the paver), caught-in/between hazards (conveyors, augers, and remixing mechanisms), burn hazards from hot materials and equipment surfaces, exposure to asphalt fumes, noise exposure, and other workplace hazards.

Module 6 focuses on MTV operations. Comprehensive safety content is covered in Module 1: Safety, PPE, and OSHA Regulations. Users completing Module 6 should also complete or have prior knowledge equivalent to Module 1 content, including:

  • Personal Protective Equipment (Module 1, Lesson 3);
  • Jobsite Hazards Identification (Module 1, Lesson 2);
  • Equipment Safety and Lockout/Tagout (Module 1, Lesson 5);
  • Traffic Control and MOT (Module 1, Lesson 4);
  • Other applicable safety content from Module 1.

MTV operations must be conducted in accordance with applicable OSHA standards, employer safety programs, manufacturer safety guidance, and project-specific safety requirements. Workers who identify unsafe conditions or unsafe practices have the responsibility and authority to stop work until conditions are addressed.

State Equipment Operator Requirements

State requirements for equipment operators vary, including any state-specific certification or qualification requirements applicable to MTV operators. Users should verify applicable state operator requirements.

Critical Notice: Material transfer vehicle operation cannot be learned exclusively through online training. Operating MTV equipment safely and effectively requires extensive hands-on experience under qualified supervision. Module 6 provides foundational knowledge but does not produce competent operators on its own.

Workers seeking to become MTV operators must develop competency through additional training and experience beyond completion of this module, including:

  • Manufacturer-specific equipment training on the actual MTV models they will operate;
  • Hands-on equipment familiarization with qualified instructors or senior operators;
  • Supervised MTV operations under qualified senior operators, foremen, or trainers;
  • Demonstrated proficiency through workplace evaluation by qualified evaluators;
  • Progressive responsibility starting with simpler operational scenarios and advancing to more complex situations;
  • Coordination training covering MTV-truck-paver communication and operational protocols;
  • Manufacturer or dealer-provided training for specific equipment, telematics systems, and technologies;

Completion of Module 6 represents one component of MTV operator development, not the totality of operator qualification.

10. EMPLOYER RESPONSIBILITY

Employers retain primary responsibility for ensuring that workers operating MTV equipment are qualified for their duties. Use of Module 6 does not transfer, reduce, or modify employer responsibilities, including:

  • Compliance with OSHA requirements for equipment operator training and competency;
  • Compliance with applicable state and federal regulations for heavy equipment operation;
  • Providing manufacturer-specific or equivalent training for specific equipment;
  • Ensuring workers receive adequate hands-on training and supervised experience;
  • Verifying worker competency through workplace evaluation before independent operation;
  • Providing project-specific orientation and training;
  • Maintaining required training documentation and operator qualification records;
  • Providing required personal protective equipment and ensuring proper use;
  • Conducting incident investigations and implementing corrective actions;
  • Implementing safety programs covering MTV operations and related work;
  • Maintaining MTV equipment in safe operating condition.

Module 6 is a supplement to, not a replacement for, an employer's comprehensive operator training and qualification program.
