This module is designed to develop technical understanding of asphalt materials, mix design principles, and plant operations for paving contractors, plant operators, quality control technicians, mix designers, materials engineers, and field personnel. It is educational content intended to supplement, not replace, formal engineering education, certified laboratory training, manufacturer-specific equipment training, supervised field experience, and applicable professional certifications.

2. ENGINEERING AND MIX DESIGN LIMITATIONS

Critical Engineering Notice: Mix design and pavement engineering are practices that may require licensed Professional Engineer (PE) supervision under state engineering practice laws. This module provides educational content about mix design science and methodology but does not authorize users to perform mix design work, sign mix designs, or otherwise practice engineering.

Professional Engineering Licensure

Asphalt mix design, pavement structural design, and related materials engineering activities are regulated under state Professional Engineering practice laws. In many states, mix designs submitted for public agency work must be signed and sealed by a licensed Professional Engineer. Requirements vary by state and by the specific scope of work. Users should:

  • Consult their state Board of Professional Engineers regarding licensure requirements;
  • Verify state-specific requirements for mix design submittal and approval;
  • Operate under appropriate PE supervision when performing work that constitutes the practice of engineering;
  • Not represent themselves as qualified to perform engineering work without appropriate licensure.

Completion of Module 2 does not constitute engineering education for licensure purposes, does not establish engineering competency, and does not authorize the user to practice engineering in any jurisdiction.

Laboratory Certification

Asphalt materials testing requires certified laboratory facilities and certified technicians. Recognized laboratory and technician certification programs include:

  • AASHTO Re:source (formerly AMRL) laboratory accreditation;
  • Cement and Concrete Reference Laboratory (CCRL) programs;
  • State DOT laboratory accreditation programs;
  • State-specific QC technician certification programs, including but not limited to:
  • Florida DOT Construction Training Qualification Program (CTQP)
  • Texas DOT Hot Mix Asphalt Center (HMAC) certifications
  • Pennsylvania DOT Northeast Center of Excellence for Pavement Technology (NECEPT) certifications
  • California DOT Caltrans certifications
  • Other state DOT certification programs
  • NICET (National Institute for Certification in Engineering Technologies) certifications;
  • Asphalt Institute certification programs.

Completion of Module 2 does not constitute any laboratory technician certification. Users performing materials testing for compliance purposes must hold appropriate state-recognized certifications. Test results from non-certified personnel or non-accredited laboratories may not be acceptable to state DOTs and other contracting agencies.

Certain lessons in this module require additional disclaimer attention due to specific regulatory, engineering, or operational considerations:

Lesson 2: Aggregate

This lesson provides general aggregate science and testing concepts. Aggregate quality requirements, approved aggregate source lists, and specific aggregate testing protocols are established by state DOTs and project specifications. Aggregate properties acceptable for use vary by state and by application. Users must verify aggregate compliance with applicable project specifications and state DOT requirements. Aggregate testing performed for compliance purposes must be conducted by certified technicians in accredited laboratories. This lesson does not constitute training to perform compliance-purposes aggregate testing.

Lesson 3: Asphalt Binder

This lesson covers asphalt binder fundamentals including Performance Grade (PG) binder selection principles. PG binder selection is climate-specific and traffic-specific, with binder grade selection typically governed by state DOT specifications, the LTPPBind algorithm, or project-specific requirements. The appropriate binder grade for any specific project location and application must be determined by qualified personnel based on local climate data, traffic loading, and project-specific requirements. Modified binder selection (polymer-modified, rubber-modified) involves additional considerations beyond the scope of this introductory lesson. Binder testing for compliance must be conducted by certified technicians in accredited laboratories.

Lesson 4: Mix Design Fundamentals

This lesson provides educational content about mix design fundamentals including volumetric relationships, performance objectives, and the structure of mix design reports. This lesson does not authorize users to perform mix design work for compliance purposes. Asphalt mix design for state DOT projects and most public works projects requires development by qualified personnel, often under the supervision of a licensed Professional Engineer, in an accredited laboratory using certified equipment. The mix design becomes a contractually binding specification that the contractor is obligated to produce. Users with mix design responsibilities must hold appropriate qualifications and operate within their employer's mix design protocols, including PE oversight where required.

Lesson 5: The Superpave Mix Design Process

This lesson covers the Superpave mix design process developed by the Strategic Highway Research Program (SHRP) and refined through ongoing research at the National Center for Asphalt Technology (NCAT), the Federal Highway Administration (FHWA), and other organizations. Superpave mix design requires specialized equipment including Superpave Gyratory Compactors and specific testing protocols. State DOTs may modify, supplement, or substitute the Superpave methodology with state-specific requirements. Performance-Engineered Mix Design (PEMD) methodologies represent ongoing evolution of mix design practice. Lesson 6: Mix Types and Their Applications

Mix type selection for specific projects is governed by project specifications, state DOT mix type catalogs, and the specific structural and functional requirements of the pavement. Specialty mixes (Stone Matrix Asphalt, Open-Graded Friction Course, Porous Asphalt, Thin Overlays, etc.) have application-specific requirements that vary by jurisdiction. Users must consult state DOT specifications and project documents to determine appropriate mix type selection for specific projects.

Lesson 7: The Asphalt Plant

This lesson provides a general overview of asphalt plant configurations, components, and operations. This lesson does not constitute plant operator training or certification. Plant operation requires hands-on training on the specific plant configuration, controls, and procedures used by the operator's employer. Some states require certified plant operators for state DOT work. Plant safety, including but not limited to confined spaces, hot work, lockout/tagout, and chemical handling, is governed by OSHA standards and employer safety programs (see Module 1 for general workplace safety content). Plant operations involve hazardous conditions requiring comprehensive safety training, hands-on demonstration, and supervised work experience before independent operation.

Lesson 8: Drum Mix Plant Operations

This lesson covers drum mix plant operations principles. Plant operation requires manufacturer-specific and plant-specific training. Plant manufacturers including but not limited to Astec Industries, Ammann, ADM, Stansteel, Gencor, Maxam, Reliable Asphalt Products, and others produce drum mix plants with significantly different configurations, controls, and operational procedures. Operators must receive manufacturer-specific training and plant-specific procedures before operating actual equipment. This lesson does not substitute for manufacturer-provided training, manuals, or technical support.

Lesson 9: Batch Plant Operations

This lesson covers batch plant operations principles. Plant operation requires manufacturer-specific and plant-specific training. Batch plant manufacturers produce equipment with significantly different configurations, automation systems, and operational procedures. Operators must receive manufacturer-specific training and plant-specific procedures before operating actual equipment. This lesson does not substitute for manufacturer-provided training, manuals, or technical support.

Lesson 10: Binder Storage and Handling

This lesson covers asphalt binder storage and handling considerations. Binder storage tanks, transfer systems, and heating systems are governed by multiple regulatory frameworks including:

  • OSHA standards for confined spaces (29 CFR 1910.146), process safety (29 CFR 1910.119 where applicable based on storage quantities), and hot work (29 CFR 1910.252);
  • EPA Risk Management Plan (RMP) requirements for facilities with regulated substances above threshold quantities (40 CFR Part 68);
  • State and local fire codes;
  • State environmental regulations for spill prevention and air emissions;
  • Department of Transportation (DOT) regulations for transportation and offloading.

Specific compliance requirements vary by storage volume, location, and regulatory jurisdiction. Facility operators must work with qualified environmental and safety professionals to ensure full regulatory compliance.

Lesson 11: Plant Quality Control

Quality control testing performed for compliance purposes must be conducted by personnel holding state-recognized QC certifications, in accordance with state DOT testing protocols, using accredited equipment and procedures. QC technician certification programs vary significantly by state. Users performing plant QC functions must hold appropriate certifications for their state and operate within their employer's QC plan. This lesson does not substitute for state-required QC technician certification programs.

Lesson 12: Plant Environmental Compliance

This lesson provides an overview of environmental compliance considerations for asphalt plants. Environmental compliance is a complex, jurisdiction-specific area requiring qualified environmental compliance professionals. Asphalt plants are typically regulated under multiple federal, state, and local programs including:

  • EPA Clean Air Act regulations including NESHAP (40 CFR Part 63, Subpart AAAAAAA — Asphalt Concrete Plants) and applicable state air quality programs;
  • State and local air quality permits and emission limits;
  • EPA Clean Water Act regulations including stormwater (NPDES) requirements;

Lesson 14: Recognizing Mix Problems in the Field

This lesson provides diagnostic guidance for recognizing common mix problems in the field. This lesson is intended to support communication between field personnel and mix designers/QC technicians, not to authorize field personnel to make mix design changes or accept/reject material independently. Decisions about accepting or rejecting material, making adjustments to plant production, or modifying placement procedures must involve appropriate technical personnel including the mix designer, QC manager, project engineer, and contracting agency representative as required by project specifications. Field diagnosis is one input into these decisions, not a substitute for them.

4. STATE-SPECIFIC VARIATIONS AND REQUIREMENTS

Asphalt materials specifications, plant operations requirements, and quality control protocols vary significantly across states and jurisdictions. This module provides general industry knowledge but cannot address all state-specific variations. Users are responsible for understanding requirements applicable to their specific jurisdiction and project.

State DOT Specifications

Each state Department of Transportation maintains specifications governing asphalt mix design, materials testing, plant operations, and quality control. These specifications may differ from AASHTO standards, Asphalt Institute recommendations, or other reference standards. State DOT specifications govern in their respective jurisdictions and override conflicting guidance. Users must consult their applicable state DOT specifications for binding requirements.

State Engineering Practice Laws

State Professional Engineering practice laws regulate who may perform engineering work, including mix design where state law treats it as the practice of engineering. Requirements vary by state. Users with mix design or pavement engineering responsibilities must operate in compliance with their state engineering practice law.

State Environmental Regulations

State and local environmental regulations for asphalt plants vary significantly. Air quality permitting, emission limits, and operational requirements differ by state and by the State Implementation Plan under the federal Clean Air Act. Plant operators must comply with applicable state environmental regulations in addition to federal requirements.

State Driver and Vehicle Regulations

State CDL requirements, weight limits, and commercial vehicle regulations vary by state. Mix delivery operations must comply with all applicable state regulations for the routes and jurisdictions traveled.

7. HANDS-ON TRAINING REQUIREMENT

8. EMPLOYER RESPONSIBILITY

Employers retain primary responsibility for ensuring that workers performing plant operations, materials testing, mix design, quality control, environmental compliance, and related functions are qualified for their duties. Use of Module 2 does not transfer, reduce, or modify employer responsibilities, including:

  • Ensuring workers hold appropriate state-recognized certifications for compliance work;
  • Providing equipment-specific and plant-specific training and supervision;
  • Maintaining accredited laboratory facilities for compliance testing;
  • Implementing comprehensive quality control plans meeting state DOT requirements;
  • Maintaining environmental compliance programs with qualified personnel;
