The pavement surfaces this module addresses support aircraft operations whose safety depends on the construction quality, the materials used, the surface friction achieved, the smoothness produced, and the prevention of Foreign Object Debris (FOD). Failures in airport paving have produced and can produce aircraft engine damage, runway overruns, aircraft structural damage, and aircraft accidents resulting in injury and loss of life. The regulatory framework governing this work — administered by the Federal Aviation Administration — exists to prevent these outcomes. 1. MODULE SCOPE AND PURPOSE

Module 12: Airport Paving provides educational content covering Hot Mix Asphalt construction in the airport environment including the FAA regulatory framework, Advisory Circulars and P-series specifications, airport pavement types and structural design context, P-401 mix design, material quality requirements, airport paving production operations, smoothness requirements with aviation safety implications, quality control in the FAA inspection framework, Foreign Object Debris (FOD) management, friction and surface texture for runway safety, night paving and operational coordination at active airports, and project acceptance and FAA grant closeout. This module includes twelve lessons:

This module is designed to develop professional-level understanding of airport paving for paving contractors expanding into the airport market, project managers, superintendents, foremen, plant operators, mix designers, quality control personnel, quality assurance personnel, and field crews who will work on FAA-regulated airport projects. It is educational content intended to supplement, not replace, FAA-required certifications and qualifications, formal P-401 quality control technician certifications, hands-on experience under qualified supervision on actual airport projects, manufacturer-specific training on specialized equipment, airport security clearance and training, comprehensive aviation safety training, and qualified professional consultation in airport engineering, FAA regulatory compliance, and airport operations.

2. AVIATION SAFETY AND LIFE-CRITICAL CONSEQUENCES

Critical Aviation Safety Notice: Airport pavement construction quality failures have produced aircraft accidents in documented historical record. The failure modes Module 12 addresses are not pavement maintenance issues but aviation safety hazards: surface irregularities that exceed aircraft structural loading thresholds, surface friction below aircraft braking performance requirements, and Foreign Object Debris generating aircraft engine ingestion events. Personnel performing airport paving work must understand that their actions affect lives. Module 12 establishes the educational foundation for this understanding; it does not substitute for the formal aviation safety training, supervised airport project experience, and regulatory compliance that competent airport paving practice requires.

Failure modes specifically associated with airport paving that may result in aviation accidents include but are not limited to:

  • Foreign Object Debris (FOD) ingestion events: Construction-generated debris on airport operational areas may be ingested by aircraft engines, causing engine damage ranging from minor blade damage to uncontained engine failure;
  • Surface irregularity structural loading events: Pavement surface deviations exceeding aircraft structural loading thresholds may cause landing gear, fuselage, or wing attachment damage during taxi, takeoff, or landing operations;
  • Runway friction deficiencies: Inadequate runway surface friction may contribute to runway overrun accidents during landing or rejected takeoff operations, particularly under wet runway conditions;
  • Runway incursion events: Construction equipment, personnel, or vehicles entering active runway or taxiway areas may collide with aircraft;
  • Jet blast and wake turbulence exposure: Construction personnel and equipment in proximity to active aircraft operations may experience injury, death, or equipment damage from aircraft-generated forces;
  • Construction phasing failures: Inadequate execution of the Construction Safety and Phasing Plan (CSPP) may result in unsafe operational conditions during phased construction.

The aviation safety consequences of airport paving failures distinguish this work from every other type of construction this curriculum addresses. Module 12 covers the technical knowledge that supports safe airport paving practice but cannot, by itself, produce the operational discipline, supervised experience, and judgment that prevent aviation safety failures. Users must obtain the formal training, supervised experience, and qualifications that the airport paving environment requires.

3. FAA REGULATORY FRAMEWORK

Critical Regulatory Notice: Airport paving in the United States operates within a comprehensive federal regulatory framework administered primarily by the Federal Aviation Administration (FAA). This framework includes federal statutes, federal regulations under Title 14 of the Code of Federal Regulations, FAA Advisory Circulars (ACs), Airport Improvement Program (AIP) grant assurance obligations, and federal procurement regulations. Compliance with this framework is the responsibility of the user and the user's organization. Module 12 covers the framework at an educational level; it does not establish regulatory compliance, does not authorize work in violation of regulatory requirements, and does not constitute legal or regulatory guidance.

Federal Statutes and Regulations

The federal regulatory framework for airport paving includes but is not limited to:

  • Federal Aviation Act (49 U.S.C. Subtitle VII) — the statutory basis for federal aviation safety regulation;
  • Airport and Airway Improvement Act (49 U.S.C. §§ 47101 et seq.) — the statutory framework for federal airport funding through the Airport Improvement Program;
  • 14 CFR Part 139 — Certification of Airports, governing operational requirements at airports certificated for commercial passenger service;
  • 14 CFR Part 1542 — Airport Security, administered by the Transportation Security Administration (TSA);
  • FAR Part 152 — Airport Aid Program and related federal grant administration requirements;
  • 49 CFR Part 18 and related federal grant management regulations;
  • FAA Advisory Circulars including but not limited to AC 150/5370-2 (Operational Safety on Airports During Construction), AC 150/5370-10 (Standards for Specifying Construction of Airports — containing the P-series specifications), AC 150/5370-11 (Use of Nondestructive Testing in the Evaluation of Airport Pavements), AC 150/5380-6 (Guidelines and Procedures for Maintenance of Airport Pavements), and other Advisory Circulars applicable to airport pavement construction;
  • FAA Engineering Briefs and program guidance documents;
  • Applicable federal procurement regulations including those governing federal-aid contracting and Buy America provisions.

AIP Grant Assurance Compliance

Airports receiving Airport Improvement Program funding contractually commit to grant assurance obligations that affect every aspect of airport construction. AIP grant assurances obligate the airport sponsor to construct projects in conformance with FAA standards, to maintain the constructed facilities for designated periods, and to comply with specific operational requirements. Compliance failures may result in AIP fund recapture, loss of future grant eligibility, and federal enforcement action.

The contractor performing AIP-funded airport work operates as a participant in the grant compliance framework. False statements or false certifications in connection with AIP-funded work may produce significant federal consequences including but not limited to:

  • False Claims Act liability (31 U.S.C. §§ 3729-3733) for false statements or false certifications;
  • Federal procurement debarment under applicable federal acquisition regulations;
  • FAA enforcement action including civil penalties under 49 U.S.C. § 46301 and related authorities;
  • Federal criminal liability under statutes including 18 U.S.C. § 1001 (false statements to federal agencies), 18 U.S.C. § 1341 (mail fraud), 18 U.S.C. § 1343 (wire fraud), and related provisions;
  • Loss of TSA security credentials following federal criminal conviction.

Module 12 references the AIP grant assurance framework for educational purposes. It does not constitute compliance guidance and does not substitute for the legal and regulatory consultation required for AIP-funded contract performance.

4. P-401 MIX DESIGN AS ENGINEERING PRACTICE

Critical Engineering Practice Notice: P-401 mix design, like the highway Superpave mix design covered in Module 11, is engineering practice in most jurisdictions and is subject to additional FAA-imposed requirements that exceed typical highway mix design standards. P-401 mix designs must be developed by qualified personnel under appropriate engineering supervision, must satisfy P-401 submission requirements, and must be approved by the project's responsible engineering authority before incorporation into production. Module 12 covers P-401 mix design concepts at an educational level; it does not authorize users to perform P-401 mix design without the engineering qualifications, laboratory accreditation, and submission/approval processes the specification requires.

Module 12 references P-401 mix design methodology, calculations, and decision frameworks for educational purposes. The content supports the professional's understanding of how P-401 mix designs differ from highway Superpave designs and what additional technical considerations apply. Module 12 does not authorize users to perform the following activities:

  • Original P-401 mix design development for any specific project;
  • P-401 mix design submission to the responsible engineer or the FAA as the qualified designer;
  • P-401 mix design approval or sign-off as the responsible engineer;
  • P-401 mix design revisions during construction;
  • Engineering interpretation of P-401 verification test results;
  • Determination that a P-401 mix design meets specification requirements;
  • Sealing or stamping of P-401 mix design documents under engineering licensure;
  • Expert opinion regarding P-401 mix design adequacy or compliance.

P-401 mix design work typically requires AASHTO re:source-accredited laboratory facilities, certified laboratory technicians, qualified mix designers, and engineering supervision by Professional Engineers with airport pavement experience. Some airport sponsors and FAA Airports District Offices have additional qualification requirements for personnel performing or supervising P-401 mix design work.

Numerical values, calculation examples, gyration counts, volumetric targets, and design parameters in Module 12 are educational illustrations. They do not establish or substitute for the specific values applicable to any particular P-401 mix design, which must be developed by qualified personnel using project-specific materials and the specific requirements of the P-401 specification edition applicable to the project.

5. AIRPORT SECURITY AND PERSONNEL CREDENTIALING

Critical Regulatory Notice: Personnel working at commercial service airports subject to TSA security regulations must obtain airport security credentials before accessing controlled airport areas. Airport security is administered by the Transportation Security Administration (TSA) under 49 CFR Part 1542 and related regulations, with airport-specific implementation through airport security programs approved by TSA. Module 12 does not address airport security in depth and does not authorize users to access airport security areas without appropriate credentials.

Personnel working in airport security areas — including Security Identification Display Areas (SIDA), Air Operations Areas (AOA), and other controlled access zones — must obtain credentials that typically include:

  • Criminal History Records Check (CHRC): FBI fingerprint-based background check under 49 U.S.C. § 44936 and 49 CFR Part 1542;
  • Security Threat Assessment (STA): TSA-administered assessment for personnel requiring unescorted access to secured areas;
  • Airport-specific security training: SIDA training, AOA training, and other airport-specific security training as required by the airport's approved security program;
  • Airport-issued identification credentials: Photo identification badges with appropriate access privileges, typically issued by the airport's security office;
  • Compliance with vehicle access procedures: Vehicle access permits, escort requirements, and other operational procedures specific to the airport;
  • Compliance with movement area access procedures: ATC coordination, escort requirements, and radio communication protocols for personnel and equipment entering aircraft movement areas.

Module 12 does not establish security credential qualification and does not provide TSA-approved security training. Personnel seeking airport access must obtain credentials through the applicable airport's security office and TSA-approved training providers. Certain criminal convictions (specified in 49 CFR § 1542.209) may disqualify personnel from airport security credentials. False statements in connection with airport security credentialing may result in criminal liability under federal aviation security statutes.

6. OPERATIONAL COORDINATION AND CONSTRUCTION SAFETY

Critical Safety Notice: Airport paving operations occur in an environment where construction activity must coexist with active aircraft operations. The hazards present in this environment — including jet blast, aircraft propeller wash, aircraft wake turbulence, runway incursion risk, NAVAID protection requirements, and night operations in low-visibility conditions — are unique to the airport environment and require operational disciplines that highway construction experience does not develop. Module 12 covers these considerations at an educational level; it does not substitute for the formal aviation safety training, operational coordination training, and supervised airport project experience required for safe practice.

Operational coordination requirements for airport paving include:

  • Construction Safety and Phasing Plan (CSPP) compliance: The CSPP is the comprehensive plan required by AC 150/5370-2 that governs every aspect of construction in proximity to aircraft operations. CSPP compliance is mandatory and is enforced by the airport sponsor and the FAA;
  • Safety Plan Compliance Document (SPCD): The contractor's plan for compliance with the CSPP, including specific procedures for the contractor's operations;
  • Air Traffic Control coordination: Active coordination with airport ATC for any work in or adjacent to active movement areas, including specific clearance and authorization protocols;
  • Notice to Airmen (NOTAM) compliance: Construction activities affecting airport operations require NOTAMs that inform pilots of operational changes;
  • Runway incursion prevention: Training, procedural compliance, and equipment management to prevent inadvertent entry into active runway areas;
  • NAVAID protection: Protection of navigation aids including ILS, VOR, and other electronic navigation equipment from construction interference;
  • Aircraft Rescue and Fire Fighting (ARFF) access maintenance: Construction phasing must maintain emergency response access throughout the project;
  • Wildlife hazard management: Coordination with the airport's wildlife hazard management program;
  • Bird and wildlife strike prevention: Construction activities may attract wildlife that create aviation hazards, requiring specific operational practices.

Operational coordination on airport projects requires personnel who have received specific airport operations training and who hold the credentials necessary for the access required. Module 12 does not authorize users to perform operational coordination functions without these qualifications.

7. FOD MANAGEMENT AS AVIATION SAFETY

Aviation Safety Notice: Foreign Object Debris management is not a construction quality issue. It is aviation safety practice. Construction-generated FOD on airport operational areas has caused aircraft engine damage, runway closure events, and aviation incidents. Module 12, Lesson 9, covers FOD management at an educational level; this content does not substitute for the comprehensive FOD prevention training, supervised airport project experience, and operational discipline that effective FOD management requires.

FOD management practices required on airport paving projects typically include:

  • FOD prevention planning integrated into the CSPP and the contractor's operational procedures;
  • Material containment during loading, transport, placement, and equipment movement;
  • Continuous FOD monitoring during active construction including FOD walks at defined intervals;
  • FOD walks before runway/taxiway reopening — a systematic search of the surface to identify and remove any FOD before the surface returns to active operations;
  • Equipment cleaning before equipment moves into active operational areas;
  • Documentation of FOD management activities for grant assurance and FAA inspection purposes;
  • FOD incident reporting and investigation when FOD is identified or when FOD-related incidents occur.

FOD management is mandatory, not optional. FOD-related incidents may produce regulatory enforcement, contractual consequences, civil liability, and in the case of resulting aviation accidents, criminal liability and significant civil liability under aviation tort law.

8. RUNWAY FRICTION AND SURFACE TEXTURE

Aviation Safety Notice: Runway surface friction is the physical mechanism that allows aircraft to stop on wet runways. Inadequate friction has contributed to runway overrun accidents. P-401 surface course construction decisions — including aggregate selection, binder content, compaction, and finishing — affect the initial friction value and the friction deterioration rate over the pavement's service life. Friction measurement, friction acceptance criteria, and friction management are safety-critical regulated activities. Module 12, Lesson 10, covers friction concepts at an educational level; this content does not substitute for the specialized training, certified measurement equipment, and engineering expertise required for runway friction management.

Runway friction measurement and management activities including friction surveys, friction data interpretation, friction maintenance scheduling, and friction-based runway closure decisions are governed by:

  • FAA Advisory Circular AC 150/5320-12 (Measurement, Construction, and Maintenance of Skid-Resistant Airport Pavement Surfaces);
  • ICAO Annex 14 friction requirements as adopted by FAA reference;
  • Airport-specific friction maintenance programs developed in accordance with FAA guidance;
  • Specialized friction measurement equipment (Continuous Friction Measurement Equipment — CFME) operated by qualified personnel.

The activities listed above are performed by qualified airport pavement engineers, certified equipment operators, and airport operations personnel with friction management responsibility. Module 12 does not authorize users to conduct friction measurement, interpret friction data, or make friction-based operational decisions without these qualifications.

9. QC AND THE THREE-PARTY FAA FRAMEWORK

Important Notice: Quality control on airport projects operates within a three-party framework — contractor QC, airport sponsor's quality assurance, and FAA oversight — that exceeds the typical highway QC structure. Personnel performing QC functions on airport projects must hold specific qualifications including but not limited to P-401-specific QC technician certification (where required), nuclear density gauge operator certification (where applicable), and laboratory accreditation for testing performed in support of acceptance decisions. Module 12 does not constitute QC technician certification and does not substitute for the qualifications required for airport QC functions.

QC functions on airport projects build on the QC framework covered in Module 10, with additional FAA-specific requirements including:

  • P-401-specific QC technician qualifications as required by the project's QMP and applicable state airport agency requirements;
  • FAA-acceptable laboratory accreditation for testing performed in support of acceptance decisions, typically requiring AASHTO re:source accreditation or equivalent;
  • FAA-approved test methods for materials testing, including specific AASHTO and ASTM test methods referenced in the P-401 specification;
  • FAA documentation requirements including the QC documentation that supports grant closeout;
  • Coordination with FAA representatives who may be present during construction inspection;
  • Non-conformance reporting consistent with both the contract documents and FAA grant assurance obligations.

10. NIGHT PAVING AND AVIATION OPERATIONS

Lesson 3: Airport Pavement Types and Design — What You Are Paving and Why It Matters

This lesson covers airport pavement structural design context. Airport pavement structural design is engineering practice performed by qualified airport pavement engineers under FAA design standards (including AC 150/5320-6 and related guidance), and is outside the scope of this educational content. The structural design context in this lesson is intended to help paving contractors understand the engineering system their work integrates with; it does not authorize users to perform pavement structural design, evaluate existing pavement structural adequacy for new construction, or make rehabilitation strategy decisions. These activities require qualified pavement engineers.

Lesson 4: P-401 Mix Design — How Airport HMA Differs from Highway Superpave

Mix design must be performed by qualified personnel under appropriate engineering supervision, in laboratory facilities with appropriate accreditation, and in accordance with the specific P-401 specification edition applicable to the project. Lesson 5: Material Quality Requirements for Airport Pavements

This lesson covers airport pavement smoothness requirements. Smoothness measurement, smoothness acceptance criteria, and smoothness-based corrective action requirements are governed by the P-401 specification edition applicable to the project, applicable AC guidance (including AC 150/5380-9 where applicable), and the project's contract documents.
